Does a higher resolution scan make for a better final image if scaling down?

I wanted to see if scanning at higher resolution had any effect on the final image if the final images were downscaled to below 800DPI resolution.

I scan at 800DPI. But usually downscale it for the final version, usually to a max of 3000x3000 for CD cover, or 5000x5000 for Vinyl.

So if the image is downscaled, does the starting resolution make any difference? Well, in this test image, I saw no perceptible difference.
